I have the honour to transmit to you here-
with copy of a Despatch from His Majosty's Consul- General at Canton forwarding copies of correspondence which has passed botween himself and the Governor of Hongkong on the subject of a proposal to entrust the carriage of mail matter between Hongkong sxd Canton to the Kowloon-Canton railway.
The proposal probably canated from the Ministry of Communications in Feking which has recent- ly taken over charge of the Postal Service from the Imperial Maritime Custons and is showing marked
enxiety to secure the removal of the foreign poat
offices from the Treaty Ports. This object would be
ræterially advanced if the carriage of mails to Canton
were entrusted exclusively to a Chinese railway under
